My suggestions and possible improvements

GOBLINS GUILD:
1.Transmutation - gives a chance that accurate shot gives X money to the shooter depending on how much ammo and kevlar have been stolen.
2.Acid Bullets - goblin's bullets does additional dmg over time to the victim, but very small amount. Does dmg to kevlar (and may do some to hit points). Example:
*1st lvl - (3 hp and) 3 ap per second for 2 sec
*2nd lvl - (3 hp and) 3 ap per second for 4 sec
*3rd lvl - (3 hp and) 3 ap per second for 6 sec
3.Chemical Rage - faster running and reloading, or more dmg or shooting faster
4.Ultimate: Cluster Rockets - sends a rocket that does 30 area dmg (i know that is not very hard, in SuperHero mod Bazooka Man could easily do that). This rocket also stuns (works like a headshot: viev get less horizontal, and player is less accurate, just like after getting a non-killing shot into his head). Rockets should be fast and ghost-like, so they don't obey walls, player etc. after victim is aimed.
OR:
Backpack rocket – works like sh_ironman or plugin rocket; player starts with fuel (hud on the left) with eg. 30 units. If he jump and press “ultimateâ€
