I need help to configure my admin file, I dont know how to make my self admin at my own server. THAT'S MY POINT

For the first thing, I have been searching and searching but not finding anything about the admin thing, so.. it will be nice to help me quiet a bit, nothing whit admin works. so all i need is a begining and im happy.

Second thing is to coming up on Steam server list, how do i do that?
