bots xp

ok well my bots could only reach up to level 10 xp if they gain anymore then the server will crash any idea why, im trying to have bots go 16v16 to test out my lvl 17 wc3 but it wont let them use the new skills until they have full lvl 17 which is impossible since the server crashes when they hit 11, what do i need to change to let them get more than level 10?
